Yes they can. They can also get one from another player if I'm not mistaken. A strange incident happened at Pebble in 2000 at the US Open. Tiger hit it in the water on 18. He hadn't put the balls he putted with the night before back in his back. (He didn't realize this) He usually carries 7 balls. After he left those 3, he was down to 4.

I bet I have five plus dozen in my bag. I hardly ever lose a ball,but I like to try different balls and I will stick a couple of balls in the bag and some of the guys will give me a ball to try and it gets dropped in the bag for a practice round and they keep growing in the bag.

I never carry 13 balls. I always carry 2 really really really old balls, that way if I come to a hole with lots of water I just feed the monster by throwing in one of my old balls, that way it does'nt eat the new ball I hit.
