Yes they can. They can also get one from another player if I'm not mistaken. A strange incident happened at Pebble in 2000 at the US Open. Tiger hit it in the water on 18. He hadn't put the balls he putted with the night before back in his back. (He didn't realize this) He usually carries 7 balls. After he left those 3, he was down to 4.
