Program definitely helps. One needs to chart what changes, feels, or techniques they use to increase speed. Just swinging same swing fast, over and over won't increase speed near as much as modifying technique.

Just checked BH stats , he has been around 113mph for 2015 and 2016 . For the 17 season he is averaging 120.1
