I think your bigger problems are the check engine light, the seatbelt light and the lack of either forward motion and engine rpm’s given you were on the motorway.............

I had this, had a cam actuator error in engine management. When it senses a problem it disables the ACC. Part cost £30 and took 5 mins to fit.

Mine did this from the day I collected it sensor had a mounting clip broken so it was pointing at the road, the replaced and it had to have a four wheel alignment to calibrate it all. Worked fine since

I have had this twice now - changing the ACC distance via the adjustor on the wheel and then turning off for 20 mins has cleared it both times - no idea why its happening though!
