I kinda understood that you dunk the ball in a ball of salt water and roll it over to see if theres a heavy spot. Once you hit the ball that has been marked for "balance" it goes back to being off balance according to your little marker line. It only works once. Then when you hit the ball with your Driver or Irons you knock it's balance around so that it is different from what you have marked.

I generally balance my golf balls, but I use a Check Go. They can be found for less than $35. Using one is quick and easy, and in the case of some golf balls very enlightening. I've seen some Pro V's that were so out of balance they wouldn't stay seated in the device.
