Hips slow down towards impact. Look at slow mo videos of Rory for a good example. If you look at some of the kinematic sequence charts it is also clear that the hips slow down.

I have vast experience with popping whips. You cast the whip forward, then jerk it back to make it pop, whether a stock whip or bullwhip. I don't see how it would be possible to do that in a golf swing.
