If you are unable to hoop your towel due to thickness or preference, you can place it on top of your hooped stabilizer. Ways to then keep the floated towel from moving during embroidery are using self-adhesive sticky stabilizer, adding a basting box, or even pinning in place, for example.
Why won't my embroidery hoop stick to my Towel?
