It seems that most people install it just as you described (red line at 9). While it may make the shaft play a tiny bit softer, the real goal here is to make it so the shaft flexes with the clubhead square every time without any manipulation necessary.

Typically the spine (blue mark in your description) is aligned at the 9 o'clock position (at the target) for a type 1 shaft. For a type 2 shaft the spine (blue) is oriented at either 6 o'clock (straight down) or 12 o'clock (up).
