I have '98 Polo that has been laid up for 6months
Brakes wont rust over in 6 months. Sounds like the parking brake is stuck. Check the parking brake lever for slop and free play. If it goes up and down with no force the release catch is stuck. Use a flathead screw driver and manually trip the release. Hope this helps.
