In the charity events I play in, if it is not specified, we take each mulligan as the entire team gets a second chance. The way I look at it is, every stroke counted toward the score gets 4 shots. A mulligan is a re-do of a stroke. Therefore, a mulligan is 4 new shots to re-do that stroke.

Buying multiples I think is exaggerating the sillyness of scrambles too much. I think skins and Mulligan's should be added into the entry fee , not an add-on because it makes things simpler

We had a scramble here years ago, I didn't play, where you could buy as many Mulligan's as you could afford.it was for the children's miracle network. Annoyed so many people they've never been back.
