Adjusting the wastegate actuator won't decrease the lag time of a turbo, it holds boost for longer and increases max boost. If you lengthen the rod it causes the waste gate to open later and not open fully. This will cause a heat buildup in the turbo which will kill the turbo.

So with the new turbo I have more lag as per specifications I took the lag as per normal as larger turbo more time needed to spool, with full boost at 2700 rpm But I've read up that boost should be at about 2000 rpm Now here's my thing, how should I set the rod on the actuator to get the boost to come in earlier Shorten it or extend it?

And it's a Tdi and is VNT. It does not control boost the same way a petrol turbo does

If it is a VGT it is set to max boost at default and the vanes are only operated to bleed boost if the boost exceeds the set parameters. To get the turbo to spool quicker you will need a tuner to tell the ecu to dump more fuel at low rpms to get the turbo to spool.
