My buddy, who was born in Canada (apparently this is pretty common over there, at least at his club) was telling me about settling ties by "retrogression," which, even as a very avid golfer had never heard of. Essentially it works like this:

grubby98

The few scrambles I have played in they just choose a random hole out of a hat and whoever has lowest score will win. I have heard of that but I hate playing in scrambles so not much experience with me.

My Men's club used to use a "card playoff" to break ties for first place in a flight. What they did was to start at hole 15 and compare the cards of the tied players. If both made the same score on 15, it went to 16, and on. If still tied through 18, then it went back to #10 and continued.

How to settle a tie in golf?

There is no Rule of Golf that dictates how to settle a tie, just guidance from the R&A/USGA. In the first place a full round play off is recommended, then sudden death, and then a "count back" as you describe. But the method is entirely up to the Committee which could decide the score at a particular hole (as in your example), counting back from 18 until you reach a hole where one player had the better score, all the odd numbered holes, all the even - whatever. A countback is pretty well arbitrary so it doesn't much matter what you do. I would think that this is based on the principle/pattern that the more holes that are played, the clearer it becomes who is the best player - think about how many Thursday leaders you see in contention on Sunday in most Open/US Open championships.
