This worked for me on 2008 Mk5 Golf, after the rear passenger door would not open fro outside or inside. Hold the inside door latch open and keep it extended, then with the key fob open and close the door locks (still holding the inside latch open). Keep locking and unlocking the door, then it made a kluck and it released.

There are a series of 2.5 mm allen head screws around the perimeter of the panel, remove those with an allen wrench. Then pry the cover by the pull handle off (by the window switch) and there are 2 philips head screws. Remove those and the panel will come loose.
