A Dremel does the trick for me. Just don't press too hard. Finish it off with a couple different grits of sandpaper.

I have also used a Dremel to get out the big stuff. Then go 80, 220, 400, 800, 1500 grit sandpaper to make it shine. But it takes probably six hours of work, and I know with the right tools I could cut that way down. I'm just not sure exactly what to get
