Ive turned down every club i have built with just acetone and a rag and they always come out great. Just soak some rag in acetone and spin the shaft whilst holding the acetone to the ferrule. This will eat away the plastic until the fit is spot on. Then take a fresh cloth soaked in acetone, give it a real quick wipe to shine that ferrule up.

Apply light pressure when using a rag. Let the acetone work it down & don't force it with too much pressure. You'll know if you don't have enough acetone on the rag, you'll feel a "drag" instead of the "slide" that's normal with enough acetone.

Some committment is needed to turn down a ferrule. It has to be epoxied to the shaft and head to hold it in place, so failure is going to be a real problem unless you also know and can do your own shaft pulls and installations.

I have always used a wooden dowel and wedged on the ferrule and used my finish sander and just spin the dowel until it is the right size or just sand the bottom to drop some size.
