From early on, most golfers are taught that you can't make a stroke at a moving ball under rule 10.1d. The list of exceptions does not say "Exception: The ball is deemed to be at rest under a rule" or "For the special case of a ball moving or oscillating on the lip of the hole, see rule 13.3"

If I were to rewrite the rule I would say this "Ball overhanging hole: if any part of the ball on the putting green overhangs the hole (defined as being above an imaginary extension of the outside edge of the hole) for more than 10 seconds (at rest, oscillating, or otherwise), the ball is holed and the player adds a stroke to their total for the hole.".
