As an aside, I once wrote to the USGA about a similar situation. I too had stepped on my hidden ball in the rough, though the ground was hard. Not being able to see the ball, I didn't know for sure whether it had moved or not.

I hit the ball in 3" rough just deep enough to where I could not see the ball unless I was looking directly down on the ball. The ball was playable both before and after stepping on the ball. It was not OOB, nor was there any obstruction.

Sorry for the mix up on my part. For whatever reason, I had it in my mind that he was looking for the ball in deeper than normal rough, like tall heather or something abnormal. Pays to read thoroughly. Again, my mistake.
