Obviously this is primarily a goal for Master tourney players and/or longtimers in the game. For those players it's pretty common to have maxed most of the endgame epics (Apoc, Thor's, Cat, B52, Falcon, Endbringer, Offroader and Spitfire) but struggle to upgrade the lower level epics.

Played my rookie tournament qualifiers this morning and I have to say this ..... the number of players who have absolutely no business in a rookie tier tournament is absurd!! I was facing people with Apoc level 5, sniper 10's etc etc ....
