The main problem with "Local rules" at so many courses is that the local committee or club official thinks it is a good idea so they arbitrarily have them printed on score cards to help guide the players.

I have a suspicion that the folks who rate the courses rate them as they are staked, and do not concern themselves with the "legality or illegality" of the red-staked areas.

Instead of making local rules, why don't these courses just put red stakes along these areas adjacent to the fairways? With the droughts going on I've seen plenty of bone dry "water" hazards and they are still marked with red stakes.

Most courses I have seen with poles for markers have poles that come out of the ground. It is usually PVC and there is a corresponding how for the pole so you pull it out and then put it back in. If it is imovable then I would have to think you would get a free drop because of immovable man made object.

You're entitled to one club length no nearer the hole (man made obstruction).

Not sure what you mean by "stance," but you get to find the nearest point that provides you full relief (both stance and stroke path but NOT line of play) from the obstruction. Then you get one club length from that point, not nearer to the hole.

Gotta say... that's a silly rule. Relief from the movable part but none from the immovable part? I would bet that if there was ever a USGA sanctioned competition there, that local rule would be suspended for the tournament. It simply makes no sense to penalize a player for a one in a thousand hard luck lie where the rules normally allow relief.

Think through this rule logically. If you get relief within your line of play of an immovable obstruction, how could this be put into action? The course is covered with immovable obstructions (artificial objects that are on the course).

Well, I was thinking that a well struck shot hit from the middle of the fairway toward the green could hit the yardage pole 5 ft away (maybe unlikely, but not impossible). And if it does, it's just bad luck and you play it as it lies.

Just for some fun let's consider if the rules allowed that immovable obstructions have two classes? One that is flush with the ground and anything else raised (markers, signs cemented in, poles, guide wires, water controllers, buildings etc etc etc.)
