If your ball lies on the putting green and you have casual water intervening on your line of putt, you may lift your ball without penalty and place it at the nearest point that avoids the casual water that is no nearer the hole without penalty. Depending on the size of the puddle, you may be placing it off the green!

Uncertain about temporary water in PA when ball is not in PA. The definition of temporary water excludes water in a PA, but Rule 16.1b provides relief in the general area for temporary water "on the course". Is this a contradiction between the Rule and definition?

My course is a swamp - even a little rain and it's a mud pit. Half of my drives end up embedded, easy enough to fix. But sometimes the ball will land in casual water (mud), then roll a few feet out and I'm stuck with a ball that is now technically out of casual water, but completely covered in mud.
