I once asked a USGA type about the methodology for incomplete rounds. He told me that the problem just wasn't severe enough to warrant the complications of a proper fix. But here are the issues with the methodology. 1) Many golf courses generate their hole handicaps using the difference between difficulty between high and low handicappers.

When I wrote my post, I was reasoning that recording par plus strokes means you are shooting your course handicap. The course handicap does consider slope when it is computed, but the underlying handicap index also considers slope. By design, the handicap index is lower than your average score over par.

I think I see what you are saying about shooting the handicap with respect to course rating versus par, though I don't think people really think of it that way. In any event, I think the logic still stands. A score of par plus handicap strokes is a better score than normal. So repeatedly posting those scores should drive the handicap down.
