The drop zone will normally be located in the OB area surrounding the island hole. If there is no drop zone at an island hole, your next throw will be again from the tee. Unfortunately, you’d still have to apply the one-shot penalty to your score.

Not sure what you mean by passed the hole? Surely you don't mean if where the ball crossed the margin is A, the hole is B and 30 yards on the other side is C that you can drop at A or C?

I would say strictly speaking a drop zone should not go there. Drop Zones are supposed to require the player to still have to negotiate the penalty area that the player is seeking relief (with penalty) from.

While drop zones shouldn't be placed on the green side of penalty areas, or other such treacherous places, such arrangements aren't that uncommon. Especially when even the most forward tees would require you to play over the area.

Is that an internal OB on the left as well? That's a pet hate of mine, Penalty Area bordered by OB. Did you go OB? No it's in the penalty area....

Thanks for the clarification on the model local rule. I did not remember for sure if the rule could be used to determine playability of a ball in the penalty area. The model rule would not be of any use that I can see on this hole.
