So last weekend I payed for 2 players for 18 holes with a cart, came out to be about $57. We played 9 and made the turn, got about 1 hole in and were poured on.

I would go back and talk to the guy who made out your card and tell him what happened. Its not normal at all. Call the pro and elt him know how disappointed you were. In this economy a golf course should try to keep you very happy, or risk you playing most of your golf elsewhere.

A couple days ago I was playing a resort course in Mytle Beach and I payed for 18 for my son and I. Basically the round went like this, We tee off and played one hole and they blow the horn for lightning. We go back to the clubhouse and wait for over an hour and they clear it for everyone to go back out.

Ok Just curious as I've often had it in the past that the green fee I initially paid for (today for instance) would hold up as an actual green fee upon use of rain check. Then pay 9hole cart fee (or half 18 cart fee if they don't have that established) But, it sounds like it is often that the green fee loses it's standard value once a little rain hits it..

Every course is a little different, but they usually give you a 9 hole fee. There were a few courses in Wisconsin that I used to play that gave the full 18 greens fee as a rain check as a token of goodwill. It worked. I brought several friends the next time I played who hadn't played the course before.

I really like the system we use. It pro-rates the round by holes played. Let's say you paid $54 for golf and cart, just to use round numbers. That's $3 per hole. So if you got 8 holes in, you would get a rain check for $54 - (8*3) = $30.

My course gives out rain checks almost exclusively for lightning which we get a fair bit of during the summer. Under 4 is 18 holes under 14 is a 9 hole which IMO is fair, just pay the difference the next time you're in.
