That sounds about right, the idle speed may not even be manually settable due to emissions regulations. I know for sure you can't adjust the idle mixture anymore; that is determined by sensors and the on-board computer. There may still be adjustments on some cars but they are often sealed with lead to avoid tinkering.

There is a light cover in front of the battery... take this off and then look for the metal clamps holding the light housing in. (I say clamps, but they're more like glorified paper clips on either side of the fixture.) Press in on each side, pushing the clamps towards each other and pull the fixture out.
