My answer is I don't know regarding golf carts but generally a designer would arrange for a solenoid to be actuated by as constant a voltage as possible, especially if it is to be engaged for long periods. That is the only method to ensure consistent operation without danger of overheating.

Check the starter solenoid, but sounds like the starter is bad. If it is draining the battery when you try to start it, then it is the starter. Check for a bad ground first though. The starte requires a great deal of amperage and a weak ground could be the problem.
