Why can't I run SimGolf on Windows 10?

Does Sid Meier's SimGolf work on Windows 10?
I have tried to switch compatibility modes to every one for Sid Meier's SimGolf. This has not worked on Windows 10. I have downloaded demo versions from the internet that have worked under those compatibility modes for the game.

Each Sim golfer has his or her own name, personality, appearance and dialogue that are fully customizable. As great as the game is, it is the numerous subtle touches from Sid Meier that elevate it from "outstanding" to "must-have." For example, you can make more money by pairing up golfers who share similar personalities (outgoing, playful, etc.).
What is SimGolf?
Sid Meier's SimGolf is essentially a golf course/club simulation that lets you design your own courses, manage the golf club, and even play your own creation. The game automatically calculates the par for every hole you design, and shows you the route golfers will take.
Will Sims golf work on Windows 10?

Can you play golf in Golftopia?
Golftopia also doubles as a golf game. You can play your own course. In fact, the manager avatar's golf skills increase as you play more golf.

Games with the most unique difficulty modifiers?
I’ve grown fascinated with the ways different games do this. Something like Spelunky where the ghost thing chases you is something unique I think. It makes the game harder, but you get a massive score if you play around it correctly. Even stuff like Fallout 4 survival is neat to me. Changes how you play the game.
