Windowed will always do it, borderless or not. On full-screen it depends on the game. Some have issues, some don't. It's up to the game devs to fix it if it needs to be fixed. I actually prefer to be able to go back and forth but I know some games that can crash if I do it at the wrong time. CivV for instance.
