I've played with a few guys who have a tendency to throw their ball mark down in front of the ball on the green but then place the ball ahead of the mark when they go to putt. I know it's only an inch difference and I have never called anyone one on it but what would be the penalty if someone objected to it?

Unless he has some sort of physical limitation that I cannot think of at present, I'd have to call him on it as well. If you guys are playing for sh1t$ & giggles is one thing but if you're in a money game or in an event, you have to protect the field. Otherwise it's let's play who can win at being the best cheat.

If your playing for fun I see no issues in this. If there is money on the line or if it is a tournament I would have to call them out on it. I get maybe understanding some rules can be a bit confusing, but marking a ball on the green is not one of them.
