Loose Cables

Look at the motor. On one end of the motor (the side closest to the gearbox) the studs will be labeled S1 and S2 (for a Series cart) or F1 and F2 (for a sepex cart). Take those two cables off and swap them and your problem should be rectified

When you removed the batteries, a certain procedure MUST be followed. Key switch off, switch to tow position and shift lever in reverse. You must wait until the beeper unit sound dies out then remove the wire from the most NEGATIVE cable. Place in Neutral before installing new batteries.

Your batteries have died. The reason it will barely move in reverse is that current is being supplied to the motor is a direction that it spends very little time using. There is a slight change in the armature over time, and reverse tends to work better over time. Check the voltage when under load.
