What is the WIOA youth program?
The WIOA Youth Program focuses primarily on out-of-school youth, requiring local areas to expend a minimum of 75% of WIOA youth funds on them. The program includes 14 program elements that are required to be made available to youth participants.
What is the Workforce Investment Opportunities Act (WIOA)?
WIOA – The Workforce Investment Opportunities Act was signed into law on July 22, 2014, by President Barack Obama. The act is designed to help job seeker access employment, education, training, and supportive services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
Who is eligible to participate in WIOA?
CITIZENSHIP / ELIGIBLE TO WORK – Participation in programs and activities financially assisted in who or part under WIOA shall be open to citizens and nationals of the United States, lawfully admitted permanent resident aliens, lawfully admitted refugees and parolees, and other individuals authorized by the United States.
What is the process of determining eligibility for WIOA programs?
It begins with the initial demographic entry into the State’s virtual case management system registration results in a potential determination of eligibility for WIOA programs. REGULATIONS –An authoritative rule dealing with details or procedures issued by an executive authority or regulatory agency of a government and having the force of law.
What is the purpose of WIOA?
WIOA provides the statutory framework for the new indicators of performance, reporting requirements, and performance accountability system. The Departments of Labor and Education have worked to interpret and operationalize the statutory requirements.
What is a PIRL in WIA?
The PIRL is the data dictionary and scheme for which states and grantees submit quarterly data files. While the PIRL has a form number given by the Office of Management and Budget, it is meant only as the guideline for states and grantees to produce a comma delimited text file, unless the program utilizes a DOL-funded national case management system (e.g., YouthBuild).
What controls should be in place to obtain participant signatures for payments based on time worked?
Internal controls should be in place where a process is required to obtain participant signatures for payments based on time worked. Documenting the process, whether through actual or electronic signatures will verify an authorized representative reviewed and approved the documentation for payment.
Is a leave policy reasonable?
Yes. 2 CFR 200.431 (b) states that a leave policy (including part-time employees and employees of subrecipients) is allowable if it is an established, written policy that applies equitably and consistently to all staff regardless of employee class, and if it is reasonable.
Can a state grantee charge an employee for time off?
However, a state or grantee may only charge an employee's paid-time-off to the Federal grant if it is the state's/grantee's overarching policy to pay all employees in this situation, regardless of the funding source used to cover such an expense.
Is ATRA payable during a break?
The school must consider the break scheduled and less than 30 days in order to pay ATRA. CTRA : CTRA is not payable during a breaks in training.

In case you haven’t heard of Youth On Course, they are one of the great success stories in the golf world. Their core mission is to “provide youth with access to life-changing opportunities through golf.”

Why Is Practical Golf Supporting Youth On Course?
My passion for the game has been with me since I was a little boy. Golf is a part of me, and it’s taught me some of the most essential life lessons and brings a lot of joy (and yes, the occasional frustration). I want to help spread the game as far and wide as possible, so other kids can have the same experience I have.
What are incentives for youth?
Incentives may be used to retain youth in a program and must be tied to training, education, or work readiness. Such achievements must be documented in the participants file as the basis for an incentive payment. Guidelines for the payment of incentives to youth participants must be described in local policy.
What is considered a major life activity?
For purposes of paragraph (1), a major life activity also includes the operation of a major bodily function, including but not limited to, function s of the immune system, normal cell growth, digestive, bowel, bladder, neurological, brain, respiratory, circulatory, endocrine, and reproductive functions.
How long is an ex-felon's active duty?
Not have a period of active duty (not including training) of more than 90 days that ended during the 60-day period ending on the hiring date. Ex-Felon—a person convicted of a felony and has a hiring date which is not more than one (1) year after the last date on which he/she was convicted or was released from prison.
What is WIOA youth?
The WIOA Youth Program is a comprehensive, year-round programs for at-risk youth and young adults 14–24 years old. The program is administered by local Workforce Development Boards which contract with youth service providers to provide the required program elements. Participants have access to tutoring, study skills training, alternative secondary school services, paid and unpaid work experiences, occupational skills training, leadership development opportunities, supportive services, adult mentoring, comprehensive guidance and counseling, financial literacy education, entrepreneurial skills training, and activities to help prepare one for and transition to post-secondary education and training.

Youth Apprenticeship is a great option for high school students who want to experience hands on learning at the worksite in conjunction with classroom instruction. Youth Apprenticeship is an element of Workbased Education objectives in Wisconsin.
What is W-2 Wisconsin?
Wisconsin Works (W-2) provides support to cope with unemployment for families with children. W-2 is based on work participation and personal responsibility. Under W-2, there is no entitlement to assistance, but there is a place for everyone who meets eligibility requirements and is willing to work to their ability, or learn skills to achieve sustainable employment. The program is available to low-income parents with minor children, and may provide support programs such as child care assistance, Food Share and other work supports.
